CRBasic Editor - (Moderate) Fixed an issue were jumping to a subroutine (Ctrl+Y or blue arrow on the toolbar) could find the wrong subroutine if the full name and params are a subset of a different subroutine.

DevConfig - (Major) Added the ability for DevConfig to automatically check for updates if the user allows it.
